本文的研究以可持续发展与水资源可持续利用的关系分析为着眼点，提出了水资源可持续利用的基本原则，为实现这些基本原则，进行了水资源价值与使用成本的研究，提出了价值与成本的可持续利用关系模型，并运用于南水北调东线工程的价格制定；进行了区域水资源初始分配原则的研究，其关键在于如何处理与协调可持续发展原则下的效率与公平性关系，本文提出了协调与兼顾两者的分配原则，并采用博弈理论进行不同分配方式中效率与公平冲突的分析，结果为采用水市场加水资源费的分配模式，与数学分配模型一致。
