自改革开放初期至今,我国实施了内外有别的企业所得税制度,随着改革开放的推进及我国的入世,内外资企业所得税的合并与否,以及怎样合并被提到议程上来。本文通过对我国吸引外资的税收优惠政策,特别是所得税优惠政策进行效益分析,一方面分析了税收优惠引进大量外资所带来的溢出效益、资本效益,并以90年以来的引进fdi为例进行分析,另一方面分析了我国现行的所得税制度存在的问题。在以上分析的基础上,本文认识到我国内外资企业所得税改革的必要性以及改革基本条件,提出实施“渐进式”合并我国内外资企业所得税的方案,并分析了合并的影响及对策。
